Not to make fun of the 318's here, but unless you opt for a DASC or engine swap further down the road you are pretty well limited for additional power - and with the automatic in the car you mention it is not a good candidate for either. If insurance is an issue I would contact your provider and get quotes for a 325i and a 318ti, there shouldn't be that much of a differance - I had a 325i a while back, trust me when I tell you the extra (2) cylinders will be worth the ~4 years of age differance, especially if you find a 325i with complete service records.
If on the other hand you are set on purchasing the 318ti... I was under the impression Ti's typically went somewhere in the $7-8K region - although this car does have some modifications they shouldn't drastically increase this amount, especially if this car has 77K and an automatic transmission. I would probably offer him $7500, if he has only recently started selling the car he will probably blow you off - if on the other hand he is a few weeks in he might think long and hard about it, especially if you can show him physical cash.
