Suspension is a great idea and something you will notice on a daily basis. Other than that a LTW clutch would also be something you would notice on a daily basis.

Either of these would the car immesurably more fun to drive

Let me also suggest a short shift kit. They may be expensive(for a good one) but once you have one in you will seriously wonder why you didnt get around to it sooner. UUC's is $355 which is well inside your price range.
