Um they need a lot more then that, I've taken criminal justice classes. If he finds anything "wrong" with the car he can pull you over as a pretext stop, say.. no front plate, that's reasonable suspicion.
There is NO WAY he had probable cause to frisk you, then again you gave him permission to search the car so that's out - if you had said no, they wouldn't have had probable cause.
