It's all mental, when you put in octane booster you're actually only boosting it up a couple points, you're not going to get 7 octane points ouf of a single bottle unless you add it to a rediculously small amount of gasoline.
My Theory
In Germany, they may have a different compression ratio or something, so the car may require a higher octane fuel over there. But over here I'll bet something made BMW lower the compression ratio so that it could pass emissions tests or something so that it coudl be imported.
