Fiberglass Addons?

Anybody know what they use to make the addons...like surfboards are shaped with foam before make doing the fiberglass..do they have some sort of molds or what..I have my old stock bumper that I was gonna practice fiberglass on so I thought I might try to make an addon once I get it down...

fiberglass is a a paste before it hardens, i've never used it for anything on cars but its a pita to repair surfboards with, it takes forever to sand down after you've put it on.
