Where to register car???

My family doesn't live in the US and I don't have a permanent address here at the Naval Academy (I have a PO Box). I have no idea where to register the car to! We have a house out in California, but I don't want to register the car there because I'd probably have to pay a decent amount plus I'd have to pay out of state tax and there would be a problem with emissions or something... I was thinking of doing it in MD but everyone keeps telling me that its going to cost the earth, plus I would have to have a front liscence plate. I also received a suggestion to register my car out of FL because there is no out of state tax, nor any front liscence plate laws... I would think that being active duty military would allow me to register anywhere, but then again, wouldn't I have to get a driver's liscence from the state I register my car to? I currently have a CA driver's liscence... Any military people care to help me out or offer any general advice? Any help would be appreciated!

also, Florida has no vehicle inspections

I'm not sure what the process if for registration in Florida if you live out of state... but I know that due to the high amount of people who winter in Florida, they do allow Drivers Licenses with out-of-state addresses... not sure about car registrations though.

I really am not 100% sure on it... but I know when my family and I were living in Texas for a year, dad ordered his 4runner from an Orlando dealer and had it sent out to Texas, with Florida tags already on it that were under his name.
