[speed limit?]

it looks like sometime in the near future i will be able to get my hands on an allroad. (i tend to live out of my car for long periods of time so the extra room is nice). however i figure i have about 4000 bucks to put into it. never having upgraded a car before i was hopin for a little imput from the pros. i was thinkin a giac chip and tiptronic chip, coilovers(does anyone know how they would work with the hydraulic system that comes with it?), rear sway bar, and some new tires. i wanted to leave the outside of the car alone(I kinda like the sleeper look). any brand name or web site reccomendations? also where is a good place to have such upgrades installed in maryland?
