It looks like an E36 LTW wing with extensions on a E46 M3 (and an E46 lip spoiler on the lower portion)...

evosport is a performance shop in SoCal, so I would assume the car also resides here... it is an issue of taste, there are several E46 M3's with that wing (although this is the first I have seen with the extensions)

I don't think it's a E36 LTW wing because it has an adjustable pitch, looks more like the PTG wing Mashaw sells.
