JDM means Japanese Domestic Market. I know absoutely nothing about BMWs in Japan, but I have never heard of a '93 M3.

You should ask the guy who is selling it for the specs on it.

Hrmm, I never thought about that. It would be like getting an Honda motor from Europe. I would imagine it would have to comply with Japanese laws, and therefor be limited to around 270hp.
Definately find out the specs from the guy, but I would try to pick-up a Eurospec motor before JDM-spec.

Sorry, last time I checked, the Japanese government put a cap on horsepower on production cars of about 276hp. But you are right, there are no smog laws that I can remember.

The 280HP limit is a "gentleman's agreement" between all Japanese car manufacturers. There is NO governmental restriction on them. This is just something the Japanese companies did out of respect for each other and to limit the "insanity" of HP in cars.

Secondly, the earliest M3 is the 1994 M3 (3.0L) for non-US markets. There will be a 286HP 3.0L I6 in there with the same parts and such as that of a German or English market M3.

The 3.2L engine didn't come about until 1996's M3 EVO. With 321HP.

Now, this engine is either a 1994 (built in 1993) 3.0L JDM/European engine (does it have mandril bent headers?) or a USDM 3.2L engine (standard 3-1 headers).

It's a good deal either way (great if it's a real JDM engine).

how can you tell apart a 3.0 and 3.2 motor when looking at it? are there different block numbers?

That is a very good question...

I know the pistons say, and I'm sure by checking a block number you could figure it out with someone who knows block codes.
