i was wondering if it is possible to tune a 98 m3 turbo with an apex super afc

its not a good idea.

the resoultion in the maps on the super afc is very low, you would want something higher

what do you mean by higher? ive seen afc's tuned on 300+hp cars. what would that higher thing be?

a higher resoultion, so you can plot the maps better
