How to achieve 350-400whp?

I'm going to put together my own custom turbo kit onn my OBD1 2.8 M52 and it just so happens a rich relative in my family had a massive heart-attack and died last week. Rumor has it through my family that I'm getting 10k (my b*tch sister is getting 20k for some f'in reason!!!!). I'm going to use 2k to pay off the rest of my car and another 1500-2000 to have my car painted in the spring by friend of mine who owns a body shop. So that basically leaves me at 6k to build my turbo kit (however I want to do it for less if possible).

My goal is to run on stock internals (I wouldn't mind doing a head gasket and studs if needed to ensure stability) and achieve 350-400whp but with the option to be able to upgrade in the future if I get more boost happy (which is likely to happen). I'll probably be doing the H/W instaling myself for the most part with help from a friend who is a welder/mechanic: So my questions are this:

What are all of the parts that I need to build my kit?
What are the general pricing on these parts?
What tuning method should I use? (keep in mind AA and NickG are no longer doing out-of-shop tuning from what I was told)

Some other quick info about my car... I've dynoed on a dynojet around 220whp (when I say around, my average was like 217whp), I have s52 cams but otherwise, the engine internally is a stock 2.8 with just over 80k total on it.

check out my IC and piping set i have FS if you want it for a good price. 300whp would be much easier than 350-400whp which you'll more than likely need to lower the CR to achieve.
