How does the headlight washer work?

it's supposed to work every 2nd time you hit the windshield washers

In my M3, the first time I have the Xenons on and wash the windscreen, the washers come on. If i wash the Xenons and then want to do it again, I have to take the key out and then start that car again and turn the lights on and wash the windscreen again...

They spray only when the headlights are on.
