whats wrong?

the damn rpm needle wont go down all the way, i un hooked the battery and then it went down, when i drive its normal then i turn the car off and it goes up a little bit every single time un til it gets to like 1500 rpm(car turned off)then it drops by it self, btw its a 2000 323i
