FAILED SMOG TEST AGAIN

Hello all ,

This is my first post so I will start off by asking for suggestions. Ok, here's the deal. My 97 m3 won't pass the Ca enhanced smog test. Before the first test I changed the oil, oil filter, and air filter. I passed every thing except the hydorcabon test. At 25mph I got a value of 39 (max allowed 39) so I barely passed this portion of the test. At 15mph I got value of 63 (max allowed 55) FAIED THE FIRST TEST.
Prior to the retest I added fuel injector cleaner to one tank full. Then for the next tank full I added this stuff called "Guaranteed to Pass". I then put half a tank of fresh gas and went for the retest. Again, the HC s were the same at 25mph, but at 15mph the HC this time were higher. They were 94 (a max allowed 55). This doesn't make sense. Does any one have any suggestions?

What is done to the car? Have you tried heating up the cats really hot before the test?

The car is totally stock, I drove on the free way for 20 min with the a/c on the Idled in line for about 30 min.
