strange whistling noise

I have a 97 M3, and I've been having a strage whistling noise coming from under the car, its really weird when you turn on the headlights it goes away for a second, and it comes back, and it goes away at heavy throttle, its very obnoxious I have to turn up radio to drown it out, strange thing is the car runs perfect, its loudest under the car, near fuel filter, I'm thinking fuel filter,or possibly fuel pump,anyone experienced similar and diagnosed it?

it could be the alternator or a belt tenionsioner/pulley if the headligths make it go away... but thats not really under the car

does it vary with RPm or speed

ditto on the alternator or loose belt.
