Car parked a year - fuel gauge failed

'97 328 was parked a year with a full tank of premium with StaBil in it.

Daughter came back from overseas and headed out on a road trip, Fuel gauge worked fine until empty, but the first time she filled it, it came back to only 1/4 mark.

1) Most likely the in-tank sending unit correct?
2) Drop tank, or is is there access from inside car?
3) Any special tools required?
4) Anything else (hoses, filter sock) that I should replace at the same time?

1: yes, most likely.
2: in-car acces. remove backseat, underneath it, on the right side of the car (driver's side in UK), there's a round rubber cap. remove it, then unscrew the plastic nut holding the fuel pump and sending unit. replace if necessary. imo, the reader might've just got stuck on the scale it reads from, you should try knockin' it a bit, before unscrewing anything. could be that simple!
3: screwdriver.
4: nothing else to replace there.
