Electrical gremlins?

I'm having two weird but not related problems right now. First, my headlights are always on when the car is running, doesn't matter what position the switch is in. Frozen relay or something?
Second, the HVAC fan only works in position 4 (full blast) and it just started doing this last week.
Anyone have any ideas?

There is a resistor pack which controls speeds 1 2 and 3 that goes bad causing the fan to only work in position 4 which doesnt go through the resistor pack, It is a cheap and easy fix.

You probably have a 328 with all time city lights. There is DIY for removing this feature. My brother's Jetta had this. He bought a euro switch and problem fixed! It's pretty easy to remove feature in an E36

Where is this resistor pack? I was thinking about changing out the HVAC controls anyways because they are in imperial and I prefer metric ('cause I'm in Canada)
