Possibly dumb question about rebuilding steering rack?

I have seen the steering rack rebuild-it-yourself kits they sell at some places and it looks like the kit just consists of seals/o-rings and whatnot.

Now when you send your rack in to some place to get it rebuilt.. are they just replacing the seals? Or are they actually re-honing the rack and such?

I guess my question is.. how does just replacing the seals get rid of the slack and play that plagues your old and used steering rack?
