i would say start off with some Meguiar's SCTRATCH X. relatively inexpensive and easy to use. if that's no success maybe Dewey540i can give some tips on what Poorboys product/ oribtal buffer combo would work

I would recomend a Porter Cable random orbit polisher and a light compound/polish. Poorboys SSR 2.5 would probably do it great product and very versatile. Get a few different grade of pads (cutting, polishing, finishing)
For ideas go to http://www.superiordetailsupplies.com I am sure you can get the same or similar products where you are.

In case anybody wants to know:

To remove wax from plastic bumpers use a silicone based lubricating spray. Spray on plastic, rub the wax off with a cloth and wash car (again) and wax.

Are you talking about the white residue left on the black trim? If so are you sure the silicone removed the wax and did not just cover it up. Maybe I am confused? I have had great luck with peanut butter! Yes peanut butter.

lol.
I haven't tried it in years, but if memory serves me right the spray dissolves the wax. That's why one has to wash and wax the car afterwards, since some of the stuff gets on the paint, leaving it unprotected.
(and yes I think we are talking about the same thing)

I'll remember the peanut butter though. Maybe i'll have time to try it out (silicone spray that is) and take some photos to show you.
