It has to be imported as parts, then you can put it together as the end user, thus dodging emissions requirements & the DOT altogether. If you just imported a Skyline, if (which there was alot of crushed/deported cars not too long ago) it got through customs, the Department Of Transportation wouldnt bond release the vehicle. There is ssomewhat of an exemption on R33 95-96 model year. No OBDII requirement, and these cars had the DOT necessary dual airbags installed.
But I didnt say it would be cheap

Or like I said, there is some of the Motorex cars still around, and they are 100% legal.

And the US has a 25 year wait before exemption on emissions/DOT regulations.
