I think a good tune-up is the best way to increase gas mileage. 19 mpg doesn't sound terrible given the weight of the x5 and drivetrain. You've got the right idea in terms of filters, plugs, flush, and I would also add O2 sensors to that list. Also make sure you have your tire properly inflated too.
