An M50/52 swap could get you to your goal of 150, and if you shopped patiently you could pull it off for 2 grand, but you would have to do the work yourself, thankfully there are a few people who've done it on this board. M50s are going for about 1000-1500 on ebay, depending on mileage, but to do the swap you need to wait for someone who wants to sell theirs with the tranny and wiring harness and you might be able to get about the same price, but there is a lot of work after that. And you don't say if you've got a back up car.

But if you wanna stick with the M10, your plan would work if you do alot of work yourself, like the turbo back exhaust you can probably make from the do it yourself piping Borla sells, same with intercooler piping...and get an intercooler from a junked saab or volvo. Or at 6psi, forget the intercooler and get yourself a water injection setup. For fueling you could go with SDS, and bigger injectors, which is fairly cheap and tuneable. Or just get a cheapo rising rate fuel regulator, which would probably work fine if your injectors are in good condition.
Since you have a budget, used parts are the way to go, for things like the turbo, but make sure you buy good ones.

Oh, and the cheapest way to get 150rwtrq is almost certainly laughing gas, but thats not for everyone.
